Highlands Council is likely to be modified

The Highlands Council was an outgrowth of a task force formed under former New Jersey Gov. James McGreevey to explore ways to protect and enhance the quality of life in the Highlands Region by addressing measures to preserve natural resources while simultaneously providing opportunities for economic growth.

While the mission sounds noble, the execution has often been in conflict with other state regulations -- such as the need to provide affordable housing for residents. Officials expect the council to be modified under new Gov. Chris Christie's administration.
